ive come across a very powerful piece of software called rsync, it is incredibly fast for file transfer. I was wondering if this could be implemented into the Linux version of AMSN for amsn-amsn file transfer

no, but you can setup rsync on your linux machine and have someone access it externally like any other server.. assuming you're not firewalled or behind a NAT.
aMSN can't create new protocols, we can only follow whatever the official client does.
