anyways, to answer you, nope, that installer is the same, it was just updated because there was some issue with the tls package on some computers that had an incompatible libssl library installed, so it was recreated so it works for everyone, but it's the exact same code as the one you had before...
if the 'bug' doesn't appear anymore, it's normal too, for many people it comes and goes, comes and goes, as I said it's a bug with the microsoft servers, so it's really depending on them... I guess you just had luck that when you tried that installer, the server which hosts your account got temporarily fixed... it will break again soon, don't worry :p
