It would be nice if aMSN could run on Windows CE 2.11 or 3.x bassed machines. I know that there are some TCL interpreters for Windows CE such as this one.

Would it be possible to run a lightweight version of aMSN under WinCE using these interpreters?

I think if Tcl/Tk 8.4 can run on Windows CE, AMsn can run on it.
It will surely slow, very sloooooooooow  but it will work I think.
But you will have to compile TkCxImage and you couldn't use the traydock unless you can grab the code.

Hello, it seems there is a port of tcl/tk to windows CE :
http://sourceforge.net/projects/tcltkce
here it is... you can download it, then you should compile aMSN for it... you have any compiler for windows CE ? you can launch amsn 0.94 with this, for 0.95 (will be out shortly), you'll have to compile something...
