I would like to customise Amsn, im unable to find where you can change the colour of the scroll bar from the exsisting green, i have looked through the wiki on the section and have not found anything relating to the scroll bar.

Can someone enlighten me to what im looking for?

The pixmaps for the scrollbar are stored in the skin you're using. The green scrollbar is the default... so the pixmaps are in your_msn_directory/skins/default/pixmapscroll
You could make a copy of the default skin and change them in there, or just change your default ones.

Some skins change the appearance of the scrollbar, one of these (I think) is SnowGrey.

Good luck!
