Tray blinking feature

Hi guys,
due to the upcoming release, I wanted to inform you about an issue with the tray blinking feature
just in case you didn't see it already
even if it's disabled, the proc TrayBlinkStop will set the Tray Icon every time it's called,
'cause we have no items in trayblinkwindows
at least on windows this results in redrawing the Taskbar, and as it's called on every focus change
it could drive you mad...
I would check if [llength $trayblinkwindows] changed within TrayBlinkStop instead of just checking for zero
and on the other hand move the last IF in TrayBlink at the first place (with a return)
so it should reset the Tray Icon in any case if it was changed before

ok, we've retagged and recreated the packages, at least, we didn't 'annonce' 0.98.3 yet, so now the new 0.98.3 has the fix..
