This feature has been removed for the following reason:
Users with MSN7 and later versions of MSN will automatically "open a conversation window" with you as soon as you (or they) connect. This is done automatically, though. They don't actually try to talk to you, but they are trying to download your display picture. So, as soon as someone connected, the screen was full of "joined conversation" windows from people just trying to download the display picture. This was annoying, so now chatwindows open as soon as the other person starts typing.

When they try to talk, it opens a new window though.
