I have no tcl/tk experience, yet i do have c(++), php, javascript, and others, and i wanted to make a plugin that when you type /spoof and and email of someone, it will send data to the switchboard based on th email address. there is a flaw in the original msn client where you can actually say any user is typing from your client, and i wanted to take advantage of that. i don't really want people to tell me exactly what to do, but could anyone give me some tips or where i should start with this?

I haven't actually tried the plugin myself, but I think that "Faking it!" does this, if I remember correctly you can say something and make it appear as if the person you're talking to said it.

well i got the plugin, but i still don't know how to use it. can anyone help me or direct me to documentation?

To use "Faking it!" you have to write:
/fak whatyousay

It can be useful if someone add how to use Faking it! in plugin description
